Section 1: Introduction

 

The basic technical and vocational education and training (TVET) in Egypt is provided through secondary education in technical and commercial schools as well as post-secondary education in training institutions.

Other forms of training include training through industry attachments (such as dual systems and apprenticeships), in-service training and the re-training of people already in the labour force, both employed and unemployed. Each of these can be delivered formally or informally, as well as through either private or government institutions. The public system is administered by a multitude of government agencies.

Each Ministry is responsible of delivering trainings in their own field of expertise. For Renewable Energy and Energy Efficiency, the Ministry of Electricity and Renewable Energy (MOEE) is the main regulator for public trainings.

 

Section 2: Main stakeholders: structure of the RE/EE trainings

 

    1. Public Institutions

MOERE (Ministry of Electricity and Renewable Energy) aims to optimize the use of available energy sources taking into account environmental protection and to provide electricity with suitable and best quality. Moreover, one of the most important objectives of the Ministry is to develop the skills of engineers and technicians working in the electricity sector through continuous trainings.

NREA (New and Renewable Energy Authority) is a governmental authority established in 1986 with the aim of acting as the national focal point for expanding efforts to develop and introduce renewable energy technologies on a commercial scale. NREA falls directly under the MOERE and is considered as both project developer and regulator. Inside the NREA there exist a training unit responsible for giving trainings related to RE and EE.

Ministry of Higher Education (MoHE) established in 1961, the Ministry is entrusted to promote education in post-secondary stages with various types and levels, in addition to promoting the level of faculty and research staff and proposing educational policy and the development of plans and programs for the implementation of this policy. The Ministry aims to providing distinguished educational, research and training service as well as producing graduates who are able to compete on a regional and international level, and meet the requirements of the national and community renewable development.

NRC (National Research Centre) is an independent public organisation that was established in 1956, with the main aim to foster basic and applied scientific research, particularly in industry, agriculture, public health and other sectors of national economy. It is considered as one of the largest institutions affiliated to the Ministry of Scientific Research and employs about 60% of all the scientists working in these institutions. The NRC has to correspond to the country's key production and services sectors through the research conducted in different areas of science and technology, scientific consultation and training as well.

MFTI (Ministry of Industry and Trade) aims to build a modern Egypt hinging on flexible administrative, productive, and economic bodies that are capable of reacting with the successive international challenges. The Egyptian government through MFTI has established strong links between production and exportation to form a harmonious scheme within the state-policy aiming at boosting exports, and upgrading national industry through modern international technology and expertise.

PVTD (Productivity and Vocational Training Department) is part of the MFTI. It was established in 1971. The department has been working on continuous education by providing training services to different management levels in activities such as Industrial Engineering, improving productivity, and Management systems.

ITC (Industrial Training centre) is a governmental body under the Ministry of Industry and Trade. The ITC aims to provide high level trainings through different programs such the national training program for employment.

IMC (Industrial Modernisation Center) was established by a Presidential Decree in December 2000 to give an impetus for a sustainable, modernized, vibrant and competitive Egyptian industry. The aim is to support industrial enterprises, create an enabling business environment for the industrial sector, in coordination with the Ministry of Industry and Trade and SMEs. IMC provides services to the companies (clients) mainly by appointing external service providers.

EOS (Egyptian Organisation for Standardization and Quality) is the official body responsible for standardization activities, quality and industrial metrology aiming at increasing the competitiveness of Egyptian products in the international and regional markets along with consumer and environmental protection. EOS has an important training department which has the objective to ensure continuous training in different fields.

CU-ERC (Cairo University Energy Research Centre) has been established as part of the national plan of the Supreme Council of Universities to promote highly independent service oriented centers. The laboratories include training devices, such as power saver trainer and air distribution system trainer in addition to the basic energy management training system.

 

    1. Private Institutions

AHK (Arab Chamber of Industry and Commerce) was established in 1951. Representing 2700 member companies AHK is the largest organisation in the framework of business cooperation between Germany and the Arab world. It aims to promote trade and industrial development and business cooperation between Germany and Egypt.

IAREEE (International Academy for Renewable Energy & Energy Efficiency) is a private training institution with the purpose to empower scientific, social and economic development through the use of alternative energy resources like solar energy.

SEDA (Solar Energy Development Association) is an institution advocating the development of the solar energy market (heat and power) in Egypt, through different initiatives such as developing competencies of the people on using abundant solar energy, introducing innovative and creative solutions for developing the market. SEDA aims to facilitate an active collaboration among key stakeholders by actively researching and promoting national market development campaigns and capacity building mechanisms that display social, economic and environmental benefits.

ORE (OASIS Renewable Energy) is a subsidiary of the Arab Consultancy Office, an Engineering, Procurement, and Contracting (EPC) Company with regional engineering expertise. ORE possesses training units, addressing hands-on training on design, installation, and troubleshooting for solar applications, i.e. solar heating, PV, and green buildings, as well as RE-agriculture applications.

Econsult is a design company and an environmental consultancy optimisation service provider. Their services are focused on helping companies start their green strategies and adopt a more cost efficient and sustainable approach that helps align them with global trends. Moreover Econsult has training technicians and engineers on RE/EE technologies.

  

Section 3: Processes to implement and alter national vocational training offers in the case of RE/EE proffessions

 

As mentioned earlier, the different public training providers are administered by different governmental agencies. For instance the National Research Center (NRC) which falls under the Ministry of Higher Education (MoHE) is providing different RE/EE trainings. One of their famous and most relevant courses is the solar water heaters course for residential and industrial purposes, as well as the solar photovoltaic technology course. In general, NRC provides almost 20 RE/EE trainings per year, the numbers of trainer’s falls roughly around 300 interns from low, medium and high educational backgrounds. The NRC have 20 training rooms with a maximum capacity of 200 trainee.

On the other hand, and under a different umbrella, the Productivity and Vocational Training Department (PVTD) falls under the Ministry of Trade and Industry (MoTI). The PVTD provides trainings in RE/EE for the entire industrial sector and offer around 5 trainings a year in relation to RE/EE.

Besides the PVTD, the Industrial Training Council (ITC) also falls under the umbrella of the MoTI. The ITC regroups all the voluntarily registered industrial training providers, which were accepted after a registration application on the ITC website.

On another note and focusing more on RE and EE institutions, the New and Renewable Energy Authority (NREA) falls directly under the Ministry of Electricity and Renewable Energy (MoERE) which regulates and offers RE and EE trainings.

Finally, as for the private training providers, they don’t fall under the umbrella of any of the Ministries directly, instead they are cooperating with well-known public private associations such as SEDA (Solar Energy Development Association) to organise and certify their trainings. SEDA is considered as one of the most important and key stakeholders promoting and offering the RE trainings in Egypt. To provide a training course under SEDA, a training proposal has to be submitted and evaluated by independent university researchers in order to make sure that the scientific content is appropriate and if it should be further developed within the Egyptian RE market. In general, SEDA offers between 30 to 50 RE/EE trainings a year training almost 300 to 500 trainee. In total they have 12 trainers and offers train the trainers programs. 80% of the SEDA trainings are provided whithin SEDA premiseses that containes 2 rooms with a maximum capacity of 30 trainee.

Hence to sum up, we can say that, in Egypt the Ministries responsible for giving trainings are mainly

  • Ministry of Higher Education
  • Ministry of Scientific Research
  • Ministry of Trade and Industry
  • Ministry of Electricity and Renewable Energy

Each of these Ministries works independently and have some institutions falling under them regulating and accrediting the trainings, these institutions are not interconnected. For the Ministry of Higher Education and the Ministry of Scientific Research, the NRC is the main regulator and training provider. For the Ministry of Trade and Industry, the PVTD as well as the ITC and the IMC are the main actors, regulators and training providers. Finally, for the Ministry of Electricity, NREA is the main regulator as well as RE and EE training provider and accreditor.

For the private sector on the other hand, it is totally unregulated and follows and different procedure, where each of the training providers set its own programs and criteria’s for accreditation. They don’t follow any of the Ministries or the above mentioned institutions. They are hence considered as the regulator, the training development and accreditation body, except for some case where EOS is responsible for the standards, and the service providers.

While the above figure shows the current situation in Egypt in the way that it is quite easily understandable, the following figure intends to depict the situation by using the template used for the other countries. It becomes clear that by having parallel processes / stakeholders, the picture becomes more complex (here only NRC and NREA are included, not ITC and private service providers).

 

Section 4: Key findings from the questionnaire

 

In October/November 2015 the above mentioned main stakeholders received a questionnaire where they were asked to provide information about their training related activities. To date (16 December 2015) thirteen answers have been received. The detailed answers are provided in the next chapter, annex XX (questionnaire responses overview) and on the website www.taqaway.net

For stakeholders in Egypt, we the received most questionnaires, got websites and contact information, so overall transparency is satisfactory.

Most of the institutions who answered were welcoming the idea of posting their courses on IRELP and hence the RE-ACTIVATE project could follow-up on this issue

What can also be noticed from the questionnaires is that the top-10 courses and the information provided in the cover sheet match, which proves the accuracy of the information provided by those who answered.

Main statistics from the questionnaires:

 

    • Overall some 1000 trainees were trained by 6 training providers in about a 100 courses by some 50 trainers.
    • SEDA is the one with most trainees (up to 500) and trainings (30-50), followed by IAREEE (20-30).
    • Courses range from 12 to 60 hours, AHK’s EUREM course being an exception with 250 hours
    • PV and Solar thermal are most dominant courses
    • The info on standards is mixed, a lot are based on RENAC or German standards; national credentials to be checked.

 

Section 5: Existing RE/EE training offers (details)

 

Different providers/institutions mentioned previously are proposing different trainings detailed as below.

 

  1.  Internation Acaemy for Renewable Energy and Energy Efficiency(IAREEE):

 

OFF-GRID Photovoltaics system Design for Engineers:

Introduction To Renewable Energy & Fundamentals in solar energy and photovoltaics, Basics of Solar Electricity, Types of Solar Photovoltaic Systems, Components and system design, PV cells and modules, Charger Controller, Inverters in PV systems, Batteries, Balance Of System components of grid-tied PV-systems , Principles and basic design of DC systems, Design of off-grid systems, Calculation example of DC systems, Installation Best practice.After this training the trainee gets an attendance certificate. ON-Grid Photovoltaics design Course for Engineers:

Introduction To Renewable Energy & Fundamentals in solar energy and photovoltaics, Basics of Solar Electricity, Types of Solar Photovoltaic Systems, Components and system design, PV cells and modules, Grid-connected Inverters in PV systems, Balance Of System components of grid-tied PV-systems, Site Analysis, design and Shading effects, Planning, design and security of grid-connected PV systems, Egypt Tie Code include technical regulations and guidelines, practical assembly of exercise roofs examples. The trainee will get an attendance certificate. The training lasts 21 to 28 hours and requires physical attendance. The average number of trainees per course is 15 and the price per course is EGP 1500 to 2000.

Solar Pumping design Course:

Solar energy Fundamentals and photovoltaics, Basics of Solar Electricity, Types of Solar Photovoltaic Systems, Components of solar pumping systems, Fundamentals of Fluids Dynamics, Fundamentals of irrigation systems and requirement in Egypt, Types of Pumps and principle of operation, Type of Solar Pumping systems and system selection, Planning, design and sizing of solar pumping systems, Dimensioning of components and cables, Yield optimization, assembly and installation guideline, practical exercise of various pumps selections, Solar Pumping Visibility and payback calculation. The trainee will get an attendance certificate. The training is for 21 to 28 hours and requires physical attendance. The average number of trainees per course is 15 and the price per course is EGP 1500 to 2000.

Solar Thermal System Design for Engineers:

Introduction To Renewable Energy & Fundamentals in solar energy and solar thermal System Components, Collectors, System Configurations, System Design I, System Design II, System Design III, Practical Aspects, System Commissioning, Project Management Marketing and Economics. The trainee will get an attendance certificate. The training is for 21 to 28 hours and requires physical attendance. The average number of trainees per course is 15 and the price per course is EGP 1500 to 2000.

LEED Green Associate | Exam Preparation: the lectures are divided as follows;

Lecture 2 – USGBC, GBCI, and LEED, Lecture 3 – Integrated process & practice questions, Lecture 4 – Location & Transportation, Lecture 5 – Sustainable Sites, Lecture 6 – Water Efficiency, Lecture 7 – Energy and Atmosphere & practice questions, Lecture 8 – Material and Resources & practice questions, Lecture 9 – Indoor Environmental Quality, Lecture 10 – Innovation in Design.The trainee gets an attendance certificate at the end. The training lasts for 14 hours and requires physical attendance. The average number of trainees per course is 20 and the price per course is EGP 1200.

Working At Highs & Vocational Installation and Site Survey Training:

These trainings are actually under development, trainees should get an attendance certificate at the end. The trainings lasts 14 hours for the first course and 21 hours for the second with physical attendance. The average number of trainees per course is 15 and the price per course is EGP 1000 for the working at highs and 1200 L.E for the vocational and Site Survey.

 

    1. Oasis Renewable Energy in cooperation with the German Renewables Academy (RENAC)

Fundamentals of PV systems training:

Energy in Egypt, Solar Energy concepts, PV basis, and components, practical system simulation. The trainee will get a successfully passed certification, the trainings contains a practical and theoretical exams. The institution responsible is the Renac & oasis. The training is for 16 hours requiring physical attendance, the number of realized trainings in 2014 to 2015 is 2. The average number of trainees per course is 16 and the price per course is EGP 1200.

PV design on-grid:

Customer requirements, system components, sizing and selection, system

design and calculation, software simulation. The trainee will get a successfully passed certification, the trainings contains a practical and theoretical exams. The institution responsible is the Renac & oasis. The training is for 40 hours with physical attendance, the number of realized trainings in 2014 to 2015 is 2. The average number of trainees per course is 16 and the price per course is EGP 2500.

PV system installation:

System components, LV safety rules, system installation rules, practical installation. The trainee will get an attendance certification, the trainings contains a practical and theoretical exams. The institution responsible is the Renac & oasis. The training is for 24 hours with physical attendance, the number of realized trainings in 2014 to 2015 is 1. The average number of trainees per course is 16 and the price per course is EGP 1500.

Solar thermal design:

Customer requirements, system components, sizing and selection, system design and calculation, software simulation. The trainee will get a succefully passed certification, the trainings contains a practical and theoretical exams. The institution responsible is the Renac & oasis. The training is for 40 hours with physical attendance, the number of realized trainings in 2014 to 2015 is 5. The average number of trainees per course is 16 and the price per course is EGP 2500.

Solar thermal installation:

System components, installation safety rules, system installation rules, practical installation. The trainee will get an attended certification, the trainings contains a practical and theoretical exams. The institution responsible is the Renac & oasis. The training is for 24 hours with physical attendance, the number of realized trainings in 2014 to 2015 is 1. The average number of trainees per course is 16 and the price per course is EGP 1500.

Oasis Only: PV pumping system:

Customer requirements, system components, sizing and selection, system design and calculation.The trainee will get an attended certification, the trainings contains a theoretical exams. The institution responsible is the oasis. The training is for 20 hours with physical attendance, the number of realized trainings in 2014 to 2015 is 3. The average number of trainees per course is 16 and the price per course is EGP 1500.

Oasis Only: Wind Energy Foundation Course

The conceptual design for a complete wind farm, Feasibility study. The trainee will get an attended certification, the trainings contains a theoretical exams. The institution responsible is the oasis. The training is for 36 hours with physical attendance, the number of realized trainings in 2014 to 2015 is 0. The average number of trainees per course is 16 and the price per course is EGP 3000.

Oasis Only: Wind Energy Advanced Course

The conceptual design for a complete wind farm, Feasibility study. The trainee will get an attended certification, the trainings contains a theoretical exams. The institution responsible is the oasis. The training is for 40 hours with physical attendance, the number of realized trainings in 2014 to 2015 is 0. The average number of trainees per course is 16 and the price per course is EGP 5000.

Oasis only: Managing Wind Energy Projects

Project management. The trainee will get an attended certification, the trainings contains a theoretical exams. The institution responsible is the oasis.     1. Solar Energy Development Association - SEDA

Photovoltaic Grid connected system design:

The training is for 40 hours with physical attendance, the number of realized trainings in 2014 to 2015 is 8. The average number of trainees per course is 100 and the price per course is EGP 2100.

Photovoltaic off grid system design:

Overview of the worldwide renewable energy market, present situation, solar potential. The trainee will get a SEDA certificate of attendance. The Standards/norms used for this course is German standards adapted to the local regulations. The training is for 24 hours with physical attendance, the number of realized trainings 15 in 2014 and 3 in 2015. The average number of trainees per course is 200 and the price per course is EGP 1550.

Solar Water pumping systems:

Introduction to Solar Pumping, PV Fundamentals and System Components, PV System Technical Specifications and Precautions, Tools and Equipment for solar PV Installation and Test, Irrigation Fundamentals, Pump Types and Pump Curves, Solar Pumping System Types, PV Pumping System Design Procedure, How to calculate the Payback Period.The Standards/norms used for this course is Local standards. The institution responsible is the EOS. The training is for 24 hours with physical attendance, the number of realized trainings 2 in 2015. The average number of trainees per course is 40 and the price per course is EGP 1550.

Solar Thermal applications:

Design - operation and maintenance of solar warer heaters. The Standards/norms used for this course is German standards adapted to the local regulations. The institution responsible is the EOS. The training is for 40 hours with physical attendance, the number of realized trainings 2 in 2014 and 3 in 2015. The average number of trainees per course is 60 and the price per course is EGP 2500.

Photovoltaics systems installer training:

Basics of Solar energy. The Standards/norms used for this course is Local standards. The training is for 24 hours with physical attendance, the number of realized trainings 1 in 2014 and 1 in 2015. The average number of trainees per course is 20 and the price per course is EGP 1550.

 

    1. German Arab Chamber for Industry and Commerce

European Energy Manager (EUREM):

Engineering, Energy efficient buildings, Air-condition and ventilation, Refrigeration, Thermal engineering, Process heat, Electric drives, Lighting, Compressed air, Green IT, Combined heat and power, Geothermal energy, Biomass and biogas, Solar Technology, Management, Energy engineering, Energy Trade, Energy management systems, Data acquisition and analysis, controlling, Process and load management. The trainee will get a CIC and GACIC certificate of attendance. The trainings contain theoretical and Practical exams. The institution responsible is the CCI. The standards and norms used are the worldwide EUREM Guideline and Standards, European Standard. The training is for 250 hours with physical attendance, the number of realized trainings in 2014 to 2015 is 2. The average number of trainees per course is 16 and the price per course is EGP 20000.

 

    1. Energy Research Center, (ERC)

Energy Management Systems:

ISO 50001.The trainee will be a Certified Energy Manager. The trainings contains theoretical exams. The institution responsible is the ERC. The training is for 60 hours with physical attendance, the number of realized trainings is 2 in 2014 and 2 in 2015. The average number of trainees per course is 8 and the price per course is EGP 10000/person.

Demand Side Management:

The trainee will get Attendance certificate. The trainings contains practical and theoretical exams. The institution responsible is the ERC. The training is for 12 hours with physical attendance, the number of realized trainings is 1 in 2014 and 1 in 2015. The average number of trainees per course is 15 and the price per course is EGP 1000/person.

Energy Audit:

Energy Audit and ISO 50002. The trainee will get Attendance certificate. The training contains practical and theoretical exams. The institution responsible is the ERC. The training is for 12 hours with physical attendance, the number of realized trainings is 1 in 2014 and 1 in 2015. The average number of trainees per course is 10 and the price per course is EGP 1000/person.

Renewable Energy:

Solar, PV, CSP, Wind, …The trainee will get Attendance certificate. The training contains practical and theoretical exams. The institution responsible is the ERC. The training is for 18 hours with physical attendance, the number of realized trainings is 2 in 2014 and 2 in 2015. The average number of trainees per course is 15 and the price per course is EGP 1500/person.

EE in Electrical Systems:

PF, Lighting, BMS, Maintenance. The trainee will get Attendance certificate. The training contain practical and theoretical exams. The institution responsible is the ERC. The training is for 18 hours with physical attendance, the number of realized trainings is 1 in 2014 and 1 in 2015. The average number of trainees per course is 15 and the price per course is EGP 1500/person.

Heat Recovery Systems:

Waste Heat Recovery Techniques. The trainee will get Attendance. The trainings contain practical and theoretical exams. The institution responsible is the ERC. The training is for 12 hours with physical attendance, the number of realized trainings is 1 in 2014 and 2 in 2015. The average number of trainees per course is 10 and the price per course is EGP 1000/person.

Combined Cycle:

Combined Cycle, cogeneration. The trainee will get Attendance. The trainings contain practical and theoretical exams. The institution responsible is the ERC. The training is for 12 hours with physical attendance, the number of realized trainings is 1 in 2014 and 1 in 2015. The average number of trainees per course is 10 and the price per course is EGP 1000/person.

Energy Use Improvement:

Different EE Techniques.The trainee will get Attendance. The trainings contain practical and theoretical exams. The institution responsible is the ERC. The training is for 12 hours with physical attendance, the number of realized trainings is 1 in 2014 and 1 in 2015. The average number of trainees per course is 10 and the price per course is EGP 1000/person.

EE in Lighting Systems:

Efficacy, CR, LED, Occupancy sensors. The trainee will get Attendance. The trainings contain practical and theoretical exams. The institution responsible is the ERC. The training is for 12 hours with physical attendance, the number of realized trainings is 1 in 2014 and 1 in 2015. The average number of trainees per course is 10 and the price per course is EGP 1000/person.

High efficiency Motors:

Speed Drives, Maintenance…The trainee will get Attendance. The trainings contain practical and theoretical exams. The institution responsible is the ERC. The training is for 12 hours with physical attendance, the number of realized trainings is 1 in 2014 and 1 in 2015. The average number of trainees per course is 10 and the price per course is EGP 1000/person.

 

    1. National Research Center, (NRC)

Introduction to general thermal and electrical applications of solar energy:

The institution responsible is the NRC Solar Energy Department. The training is for 30 hours with physical attendance. The average number of trainees per course is 20 and the price per course is EGP 1000/person for Egyptian and 10000/person for non-Egyptian.

Central systems of solar water heaters for residential and industrial purposes:

The institution responsible is the NRC Solar Energy Department. The training is for 30 hours with physical attendance. The average number of trainees per course is 20 and the price per course is EGP 1000/person for Egyptian and USD 1000/person for non-Egyptian.

Solar photovoltaic technologies

The institution responsible is the NRC Solar Energy Department. The training is for 30 hours with physical attendance. The average number of trainees per course is 20 and the price per course is EGP 1000/person for Egyptian and USD 1000/person for non-Egyptian.

Solar refrigeration and air conditioning systems

Solar water disinfecting system
