Arab Future Energy Index™ (AFEX)

L’Indice Arabe de l’Énergie Future (AFEX) est le premier indice arabe dédié au suivi et à l’analyse de la compétitivité en matièred’énergie durable dans le monde arabe. L’AFEX offre une analyse à la fois quantitative et qualitative des dimensions clé de marché en terme d’énergies renouvelables et d’efficacité énergétique. Les pays sont classés selon plus de 20 indicateurs qui illustrent les aspects clés du marché de l’énergie, incluant les politiques, les capacités institutionnelles et techniques, les stratégies, des données socio-économiques et les investissements. Les données de l’AFEX sont collectées à travers des sources internationales et locales afin de garantir le maximum de pertinence et de transparence.

French Content The Arab Future Energy Index™ (AFEX) Energy Efficiency is a policy assessment and benchmark tool that aims to provide a comprehensive assessment of the current state of energy efficiency (EE) and quality of EE governance in the Arab region. AFEX Energy Efficiency has been developed to: • Provide systematic comprehensive assessment of EE progress in RCREEE member states • Benchmark countries’ performance in order to provide additional stimulus to strive towards EE • Effectively communicate the assessment results • Identify areas for possible intervention at the regional level to support EE efforts

French Content AFEX Energy Efficiency assesses four major areas: 1. The current structure of energy pricing 2. States’ efforts and level of commitment in overcoming market, social and political barriers to EE through strategies, policies and specific action plans 3. Institutional capacity to design, implement and evaluate EE policies 4. Efficiency of utility sector, including power generation efficiency, and efficiency in power transmission and distribution networks.

 French Content  AFEX Energy Efficiency is constructed in accordance with the OECD methodology for constructing composite indicators (OECD, 2008). The conceptual framework of AFEX Energy Efficiency consists of four evaluation categories relating to the index’s objectives: (1) Energy Pricing; (2) Policy Framework; (3) Institutional Capacity; and (4) Utility.

French Content The Arab Future Energy Index™ (AFEX) Renewable Energy is a policy assessment and benchmark tool that aims to provide a comprehensive assessment of the current conditions of renewable energy (RE) development and progress to date in the Arab region. AFEX Renewable Energy has been developed to: • Provide a comprehensive assessment of the current conditions for RE development . • Formulate targeted recommendations on improving regulatory and institutional frameworks for RE investment. • Benchmark countries’ performance to provide additional stimulus for progressive RE development. • Effectively communicate assessment results. • Identify areas for possible intervention at the regional level in order to maximize the effects of promoting RE.

French Content AFEX Renewable Energy is designed with consideration of the private investor’s perspective, and assessment areas focus on barriers and challenges that private investors face in deploying RE in Arab countries. The AFEX Renewable Energy assessment scope includes: 1. Ease of electricity market access and grid access to private investors. 2. Effectiveness of incentive mechanisms initiated by governments for attracting investments in RE. 3. Level of public commitment to the pursuit of RE. 4. Level of institutional support available for private developers in RE deployment. 5. Level of financial risk associated with large-scale RE project deployment and the efforts of countries to mitigate such risks 5.
